Solemnity combos with a fair number of cards. Phyrexian Unlife and Decree of Silence are probably the two most notable and have already been called out, but I'll add Delaying Shield and cumulative upkeep cards like Glacial Chasm. I feel like the majority of its use cases are as part of a pillowfort strategy to keep protection pieces around longer than they're supposed to be. The more proactive use case is with undying / persist creatures, who can be sacrificed repeatedly with it out. It's also a powerful hate piece if you have decks in your meta that use +1/+1 or experience counters... although it doesn't actually remove the latter, so I wouldn't count on it as an answer.
I don't think counter-based strategies are common enough to justify playing Solemnity just as a hate piece, but there are plenty of decks that can make use of it as part of a soft-lock. That generally won't win the game by itself, but it can buy enough time to find an actual win condition.

The joke is that tivadar's crusade is a super narrow wipe and it's suggesting solemnity is more narrow.

For the record, I play Tivadar's Crusade and it's definitely less narrow than Solemnity. Goblins is a fairly popular tribe and if theres a red deck at the table there's a good chance it'll have goblins in it. This is just if you're comboing or specifically hate your friends infect deck.
I feel like I've randomly won games when someone else drops a Solemnity too often to include it in a deck I'm not trying to combo off with.
I had considered it alongside Delaying Shield, but decided that was too unfun, and Solemnity was the weak link of the two, so that got the axe.

I've seen Teferi's Puzzle Box played in Nekusar, the Mindrazer, The Locust God, and chaos decks. Interesting once in a while, but not something I would want to play against regularly. I don't have an issue with the card itself though - sure, it makes it difficult to make plans, but having so many new options each turn makes for very interesting gameplay.

Man, i remember the brief time Leovold, Emissary of Trest//Teferi's Puzzle Box was a thing - a horrid, disgusting time that was.
There are somewhat fair uses for it, but you certainly gotta pull the brakes hard to keep it that way.
The only deck i run it in right now is a The Council of Four budget list - after i cut it from Grenzo, Dungeon Warden for being obnoxiously good at bottom-stacking.
