Falco Spara, Pactweaver/Gwen Stacy // Ghost-Spider
Which one do folks prefer? They have similar abilities with one different color, and Gwen is definitely leaning more towards the aggressive side while Falco is more combo-y and plays with more types of counters.

Falcon is just so much better in a vacuum. The only thing Gwen has going for her is her color identity being better for casting from exile effects.
Falco rewards you for using counters by letting you top cast, and comes with a counter to help you get started. Gwen rewards you with counters on Gwen for casting from exile, and has a way to keep that going a bit. It's easier to feed Falco counters than Gwen exile casts, and even if you're looking to just stick Gwen with counters and have her be your only real source of exile casting, using her as the Falco at home, it's still just a bigger ask than being able to feed Falco any kind of counters from anywhere (including counters you don't want).

I don't think its a situation of one being better than the other, they play differently so its going to be a question of how you prefer playing. If you are assuming you are playing both as voltron, I think gwen might be better just because if your commander isn't working because its stolen, transformed, or died a bunch gwen's ideal deck is probably built off of exiling and playing cards off the top which totally works fine with or without gwen. Falco on the other hand is usually built around +/+ counters which tends to be a more fragile strategy that takes more build up and gets fumbled up easier with interaction.
Falco can however be a very spooky commander at the high end. I don't think he is cEDH but if you look at a bunch of low mana undying creatures with sac outlets.... well it churns through its deck at an alarming rate. Pair some extra land plays per turn into the mix and it doesn't go infinite but it probably takes a hell of a lot of actions per turn. What I described though is not a voltron concept though so much as a low mana sac creature strategy so its hard to compare that against a voltron concept.
If you were thinking of using both as voltron commanders, I would personally go with Gwen. Its not that you couldn't do the same with Falco I just think that Falco plays better as a proactive deck but if you try pushing him to voltron you probably want counterspells and protection spells in the mix which in my opinion don't play as well to his advantage of playing from the topdeck. He wants to go all gas and proactive play the hell out of his deck generally and I think that going proactive with +/+ counters and falco looks a bit harder to pull off. Gwen has some similar issues in that counterspells and protect spells play poorly with exile and cast but I also think her natural powering up plus vigilance makes her a little easier to play control by default.
The real answer though is play whichever one speaks to you more.
