It might be niche but I can totally see this as a really useful card in Noyan Dar, Roil Shaper decks.

weirdly good in Ertai the Corrupted, right? a source of counterspells you can sacrifice to yr commander to cast counterspell <3

Yeah, repeatedly shut down wraths is pretty sweet, although there are a lot of -x/-x and exile based wraths floating around (and Supreme Verdict). Combos with artifact lands to protect your artifacts from Vandalblast and the like. Re: Karazikar, the Eye Tyrant - I'm running it in my Kess deck and generally enjoying it. Very much a 'dance, puppets, dance!' sort of card. Doesn't work very well with Sire of Insanity though, which is a thing I have encountered.
As for Voltaic Construct... yeah, as others have pointed out, it's a pretty obvious combo piece. There are some more benign uses for it - untapping Steel Overseer or another useful tap ability - but most of the time it's going to be used to generate infinite mana. Not that there are a lot of artifact creatures that tap for 3+ mana though. Looks like a job for Metalworker!

That said, I should point out this guy is vulnerable to most boardwipes (other than ones like Earthquake and Pestilence), but he is vulnerable to Wave of Reckoning.

True-Name Nemesis was expensive when it first came out, but it has fallen significantly since then. One reason is because of reprints, but a large portion is because it has fallen out of favor - cards like Plague Engineer and Council's Judgment are now capable of dealing with it, while new threats like Kappa Cannoneer and Murktide Regent outclass it. Unfortunately, due to the supply issues caused by its initial printing, WotC no longer really prints eternal-relevant cards in EDH decks (or at least not intentionally). That isn't necessarily a bad thing, but I do miss getting cheap, quirky utility cards like Scavenging Ooze and Flusterstorm in precons. I guess that design space has been shifted to Modern Horizons.
Anyway, as for EDH... while it may have originally been printed in a precon, it never really had a place in this format. A french vanilla 3/1 just doesn't really fit most decks - no matter how good it may be at attacking or blocking, that just isn't enough power to be relevant by itself. I suppose you could throw on a bunch of equipment to buff it... but there are plenty of alternative evasive options out there. The best use may be as part of a merfolk deck, but I don't see those that often.

The reasoning for it being blue rather than white is actually pretty solid: This doesn't really play like Protection at all. Protection from an opponent plays more like Hexproof+Unblockable, both of which are solidly more Blue than White. Never saw this card before. I guess it pairs well with Yavimaya, Cradle of Growth. Personally, I don't see myself ever playing this. It is a very slow green High Tide.
But I could see it in a deck like Halana and Alena, Partners. Haste enabler in the command zone makes this much more potent.
