Win by decking out vs. multiple players draw

In a multiplayer game, if one player controls Jace, Wielder of Mysteries and another controls Laboratory Maniac while they each have two cards in their library, then the first player resolves Secret Rendezvous targeting the second player, who wins the game? Or is it a tie with the players as co winners?

121.2c If more than one player is instructed to draw cards, the active player performs all of their
draws first, then each other player in turn order does the same.
Since the first player is casting a sorcery, I'll assume they're the active player. They win before the second player starts drawing.

Why bother with mere rulings when so many answers can be found in the Rules?

Oh wow, I just learned I cheated recently I had this exact scenario but with a wheel and our understanding was that we should "read" the entire card, so everyone diacard, drew and both wins went on the stack 😓
