Karn Liberated

In a multiplayer game (3+ players) I ultimate Karn when only I and another player are still alive. Does the restarted game still count as a multiplayer game? Do I get still get to draw card on turn 1 even though I start? Is there still a free mulligan?

The new game has 2 players in it so it is not a multiplayer game. Anything that applies to a multiplayer game specifically won't apply so you will skip the first draw of the first game. As for the mulligan, the rules lay out that the free mulligan applies to multiplayer games (as opposed to being called out as a Commander exception) and brawl games. Since this is neither, you will also not get a free mulligan.

103.5c. In a multiplayer game and in any Brawl game, the first mulligan a player takes doesn't count toward the number of cards that player will put on the bottom of their library or the number of mulligans that player may take. Subsequent mulligans are counted toward these numbers as normal.

103.8a. In a two-player game, the player who plays first skips the draw step (see rule 504, "Draw Step") of their first turn.
