Do lionfish have flocks, not schools? Secondary to the main point here - this is a good combination platter multicolor card. Blue keyword, black keyword, blue trigger effect, black trigger effect.

Lionfish do sometimes gather in groups, but they don't show schooling behavior. I went with flock because the fancy fins reminded me of avian plumage.

Initially, I thought that while white and black are the normal color for reanimation, since the Abzan are focused on +1/+1 counters, I felt it was possible that this time the Sultai might get reanimation as their archetype strategy.

I was wrong, since while the Sultai do get Afterlife from the Loam and Kotis, Sibsig Champion, plus multiple reprints of other reanimation cards in their Commander deck, the Abzan still have a major share with Betor, Ancestor's Voice, Reunion of the House, and Will of the Abzan in the Commander deck and Yathan Roadwatcher and Perennation in the main set to boot.

So what if, in a set where the {W}{B}{G} is heavily focused on +1/+1 counters, the reanimation archetype is taken over instead by the {B}{G}{U} faction?

In a somewhat related thought, the original Tarkir had a loose cycle of rare tricolor wedge creatures that weren't really connected to the archetype of their respective wedge. Instead, they were generic, very strong beaters that provided a solid creature base that required little additional setup or support. The most notorious was Siege Rhino that dominated Standard. The next most played was the Mantis Rider that still has a place in Human decks, third was Butcher of the Horde thanks to its sheer size and free sacrifice ability that fed the Mardu Aristocrats strategy. Fourth was Savage Knuckleblade that really never found prominence, although it was a decently strong card in itself and powerful in Limited, there just wasn't a Temur deck strong enough to contend with the Abzan and their Rhino.

The least played of all was the Kheru Lich Lord, and the reason perhaps was because it was also the odd one out of the cycle; it required other cards to function, it cost the most, plus its ability was an upkeep trigger.

Now in Tarkir: Dragonstorm, I see a similar pattern; this time, a cycle of uncommon wedge-colored dragons. Again, these are all fairly good, solid creatures that can be played with little need for any setup or synergy with their respective wedges, but yet again the Sultai one is the odd one out: again it requires other cards to utilized properly (it even shares a name/origin with the Sultai lich, it's Kheru Goldkeeper), and is also the only one with its clan's keyword, which requires another creature to benefit from.

So I thought, in same as the above, in a hypothetical environment where the {B}{G}{U} archetype was reanimation, what if there was a more generic Sultai dragon that didn't require as much setup, but still rewards you for synergy with its wedge's strategy?

My favorite part of Shadowmoor was how creatively the flavor of -1/-1 counters was interpreted in so many ways. Leeches in the case of Leech Bonder, jars of acid for Grim Poppet, myiasis in Blowfly Infestation, or tangy poisonous fungi for Morselhoarder.

So I envisioned a faerie giving out some very poisonous blossoms, and the elves would e especially susceptible since they were dedicated to preserving beauty in all its forms. How could they refuse such a beautiful flower? They would be compelled to take it back home, even as their life withered away.

Wanted an excuse to design a card that utilizes the three most common Dragon tokens.

Also I always like the idea of an innocuous creature that is not a threat by itself, but is deadly because of the creatures it summons.
