Thanks to the "may" in adding or removing a law counter i can't envision many reasonable scenarios where you would actually enchant your opponent with this.

It can lock them out of wraths for a turn or delay their finisher but there are much better cards for that

This feels much more like an enabler for EDH cycling and then it feels weird that its a curse. At a cycling cost of 2 its a weaker enabler but actually feels like a curse.

Oh hey, a card that Cumulative Upkeep actually makes sense on because it's too big for most sweepers and isn't subject to targeted removal while being above-curve on the body you're paying to keep, so you really want it to only be around briefly!
