So you meant this was 'distracting all other creatures'. I think just tapping them would be more flavorful. The legendary supertype feels too much as well, the card was already underwhelming without it.

There's an uncommon that distributes 3 counters for X=2 in MID, and it's quite powerful. This needs two creatures, but the extra counters and the chance to go insane late game, would be too strong for limited, even if it didn't have a good aftermath (it does.)

I quite enjoy my Prosper commander deck, but even in other formats, this would be too good. Compared to Smothering Tithe, it triggers a lot more per turnaround (in my estimation) and can't be avoided by paying 2 (not that it's paid much for Smothering, but at least it's an option.) The second ability is also the perfect outlet for Treasure's downfall (not having anything to spend them) and pushes the envelope even more in Prosper.

This is at least fair, with the trigger restriction (I'm happy to see it used on more and more cards, it's great for more balanced games, or at least they feel that way.) Of course, I would groan encountering this in limited. Not unbeatable, but a sure stalemate breaker. Then again, it doesn't contribute to the board in the first place, so maybe it'd be restricted to high creature, controllish decks... like Decay of course.
