Whenever a player casts an instant or sorcery spell, put an anarchy counter on Rebellion.
When Rebellion is put into a graveyard from the battlefield, distribute all anarchy counters on it among any number of target enchantments.
At the beginning of each end step, if Rebellion is in graveyard, for each enchantment its controller pays for each anarchy counter on that enchantment or sacrifice it.
The revolution speaks the loudest after being squashed, repelling people to both law and trouble-makers.
