So I'm basing this on the thing that Bolas used to lure planeswalkers in to Ravnica for the war of the spark. An interplanar beacon, tweaked to gain power from attention. Now grown out of control with infinite attention.

As I think most of you figured out, the challenge was a reference to a quote from this article about the banning of Skullclamp. If you haven't seen this article, it's worth a read in the context of 2019-2020 Magic. By the way, if you don't end up reading it, Card2 is Arc-Slogger. What were we looking for from the entries? Who knows, it's pretty open-ended. We'll see what fun people got up to, though.
Ailheen is a good reference. The colors/abilities here are very on the nose (not to mention the flavor text) but they definitely sell the story. You may want to take a cue from Hand of Justice and add a to that ability.
Greensleeves (and Gull!) are some deep lore characters from old continuity. Cool reference, and I will not pretend I didn't have to look it up first. I'm actually not super read on the stuff pre-Onslaught era! Anyway, this card reads as very strong to me. It will grow very big and the recursion effect is cheap and strong. The synergy with Gull is nice as well, provided you can manage the three colors required.
I wonder how good this card is. It's a two-drop 1/2, but it can hit for up to 11 damage with zero further mana investment if it connects. T1 Land Goblin Guide, T2 Land Slogatog, T3 they are probably dead with 1 card left in your deck.

Card seems alright. Attack for 3 or boost another attacker by a little bit. I think you can get slightly more for your mana these days but I appreciate the card. Could get a rarity downgrade maybe? Anyway, I'll spare you my "Boros two drops" rant since it doesn't apply in this context, but you can imagine it if you like.
It's Shared Fate for the modern age. As it already requires you to have all five colors to cast the spell, I wonder if the last clause is necessary, though did you intend for that ability to be symmetrical too?
I think the choice to exclude lands is interesting. My initial gut reaction was that it was smart. My second reaction was that it would lead to feel-bads where you cast a cool spell from your opponent's deck and then leave them with a land on top as their card to draw for the turn. They'll still have YOUR deck, but I am assuming you may have some top-of-library control to deny them good spells. Would be worth testing out.

Ok, off to a fun start. I like Cultist. It's cute as both a tutor for a specific card (Bloodgift Demon in case somebody needs a card link) and an enabler in multiples. Personally I might enjoy this design more on a legendary creature, as there is incentive to NOT sacrifice your tutor guy to get a second copy of the payoff card. Commander. Gull is interesting. It forces your opponent's creatures to attack, and punishes them if they DON'T attack you. I think that's unique, and I like it. (Correct me if I am wrong!) The man behind the Tomb, as it were. I like this. It's fun. Absurdly busted, for sure, but fun. I like the last ability a lot! I like the idea, and do appreciate the short poem to go with it. I think it could stand to be a bit bigger of a body for that price (6/6?), and clean up the wording a little ("Shuffle target nonland permanent into its owner's library."). This intrigues me. A very unique ability, one not explored much, and thrown onto upheaval. I think nowadays this could be printable if it said nonland, and it'd make for fun card.
While I like the flavor, I wish this was more interesting than a downgraded colorshift.
Too many triggers I get that's the flavor, but this would be so annoying to play irl. Imagining sitting in a commander game: "Wait, did you go to combat? Mill one." someone untaps and draws immediately, you gotta stick your head across the table: "Wait! You have to mill that card!" Basically, people would hate you within about two turn cycles.
Split second!! Nothing crazy here. Seems like a very printable card.
I think the flavor of a torrent fits perfectly here. Cool ability. Part of me wishes this was like, draw three discard two, so it could chain itself off empty hands for both players. But I do see the merits in this version as well.
