High Market and Miren, the Moaning Well (the moans are from those dumb enough to cross our angelic elephant queenpin).

Should probably include Black Market for both the mana an the crime theme.

Painful Quandary kinda fits with the whole "an offer you can't refuse" motif as well.

Some variant on Bounty Hunter for putting a hit out on someone. Haunt is another hitman-flavored keyword, but falls in "too complicated". (Most people forget the card with haunt remains exiled.)
