I took the prompt first as "make a mix-and-match card", then I went ahead and pushed it even further: what if the prompt were "how many mechanics can fit on a single card?" I managed to fit three:
Adaptation Effort
Sorcery (R)
Tap all creatures your opponents controls.
Forecast — , Reveal Adaptation Effort from your hand: tap target creature an opponent controls. (Activate only during your upkeep and only once each turn.)
Cycling ( , Discard this card: Draw a card.)
When you cycle Adaptation Effort, tap target creature an opponent controls.
Flashback (You may cast this card from your graveyard for its flashback cost. Then exile it.)

HM: netn10, I like the concept, but if two players control a copy, it becomes "Players can't cast spells."
Goblin Mechanic
Creature - Goblin Artificer
Artifact creature spells you cast cost less to cast for each artifact creature you control.
Each artifact creature you control gets -1/-1 for each other artifact creature you control.

Legendary Creature - Vampire Artificer (R)
Vehicle spells you cast cost less to cast.
The crew values of Vehicles you control are halved, rounded up. (For example, crew 5 would instead be crew 3.)
Whenever you cast a Vehicle spell or crew a Vehicle, you lose 1 life.
