Does the first ability make it so a life total can't increase up to 10 from less than 10?

Yep. Basically, the first ability ensures the trigger doesn't let anyone go back up to 10 if they are lower than that. That could be desired but probably best to spell it out in the trigger.
But, if you want people to go back to 10 from 5 for example, you will need to find another way to do it.
