If I mutate a Nethroi, Apex of Death and there is an effect such as Elesh Norn, Mother of Machines on the field. does his ability trigger?

Sure. Nothing is entering the battlefield when something Mutates. The permanent already on the field is changing in some way but that doesn't mean Nethroi is entering the battlefield. Since the trigger is on the existing permanent mutating and not something entering, Elesh Norn has nothing to stop.
