Absolutely! "At" (along with "When" and "Whenever") are words that always denote triggers. In this case, it is a delayed trigger since it happens later but it is still a trigger. Which means that when it goes onto the stack at the appropriate time, it is a triggered ability. And can be countered like basically every other triggered ability with something like Stifle.
