I will be praying that we get as few tutors as possible. Commander was designed as a singleton format with the purpose to promote games and strategies that vary widely between games. Tutors have been the bane of that philosophy. Demonic Tutor, Mystical Tutor and their ilk can be burned in a fireplace for all I care.

I think it will depend on what they do. One thing to remember is normally the commander deck legends need to fit the colors of the deck and enable the theme of deck as well as make sense flavor wise (more so with old characters finally getting cards/ old characters getting new "improved" cards) which often conflict with each other. 4th Sister would be AWESOME. When Battlebond came out I imagined Regna, the Redeemer/Krav, the Unredeemed could be what 4th Sister would be in design, since she attempted to make peace with the dark forces of the world (but everything changed when Sorin made a Goth angel). Perhaps we will see more partners in that set as well.
