If both Tsabo's Web and Blood Moon are on the battlefield, do nonbasic lands with activity abilities that aren't mana abilities, such as Inventors' Fair, untap during their controller's untap step?

They do untap; being changed into Mountains overwrites all of those lands' abilities, so they will no longer have activated abilities other than ": Add ." (CR 305.7)
