Return it to the battlefield under its owner's control at the beginning of the next end step and you skip your next draw step and lose 2 life. Any player may pay 5 and sacrifice three creatures with -1/-1 counters on them to counter this ability.

It may be just my opinion, but I believe the game would be more interesting with the restrictions given by the OP

In this game, the first poster will provide some non-legendary creatures from any point in magic.
...
The only rule is that the provided cards to be turned into a commander must have a rarity of Rare or lower, as to give the next person a little design space for upping the power level of the card to warrant legendary status.

What do you all think?

I'm asking because I've seen many posts including non-creatures or mythic rares
