The idea here is to planeshift a permanent, similar to the planeshifted/colorshifted cards from Planar Chaos.
The card itself is somewhat of a colorshift of Vanishing Verse with a Neoform spin to it.

Ward where X is the number of time counters on Coldsnap.
Vanishing 3 (This permanent enters the battlefield with two time counters on it. At the beginning of your upkeep, remove a time counter from it. When the last is removed, sacrifice it.)
All permanents are snow permanents in addition to their other types.
At the beginning of your endstep you may sacrifice a snow permanent. If you do put a time counter on Coldsnap.
IIW: a non-snow/non-colors (Devoid/Eldriza) loophole to give an additional color. Aka a 6th color.
