Does PS affect cards in the exile zone? Like say my opponent has a Chrome Mox exiling a black card. Does the card in exile become blue allowing the mox to tap for blue?

Painter's Servant's second ability applies, among other things, to "[a]ll cards that aren't on the battlefield", including cards in exile. As a result, its effect will make all cards in exile, including cards exiled with Chrome Mox, whatever color was chosen for Painter's Servant "in addition to their other colors".
