Lightning Strike is a whole lot less attractive on three, and I'm not sure Scry 1 makes up for it. This will be a 1st pickable limited card probably (to disrupt auras, especially) but I'm not sure this makes it in Standard.

Further proof that Burn can't have nice things. How does this spell make sense in a Standard where there are currently fourteen (legal) 3-drop PWs that can activate and be at 4 loyalty or more?

Magma Jet was recently downshifted to Common, but this needs to be Uncommon? Even for Limited, the return to Uncommon makes no sense given the dismal power level.

I think your reaction is premature. There is usually a good red burn spell and a bad red burn spell in every set. At least. We can still get Shock, or Magma Spray. In Original Theros, Lightning Strike was common, Magma Jet was Uncommon, Spark Jolt was a weird rarely played card, and Rage of Purphoros was always worth at least one copy in your deck. For limited, of course. This is uncommon, and we will definitely have a few common options. Only one red burn spell from this set needs to have an impact on Standard, and the rarity is irrelevant.
