Each opponent separates all creatures and planeswalkers they control into a silver pile and a fire pile. For each permanent in each silver pile, you draw a card and add RR. Rend the Moonveil deals 3 damage to each permanent in each fire pile, then you create a 5/5 red Dragon creature token with flying for each player who had one or more permanents in a fire pile. Until end of turn, you don't lose mana added this way as steps and phases end.
