Welcome to the November MCC! It's Deadly Month here at the MCC.

Main Challenge: Design a card that has "destroy all" in its rules text.
Subchallenge 1: Your card is monocolored.
Subchallenge 2: Your card is an enchantment.

(X/3) Appeal - Do the different player psychographics (Timmy/Johhny/Spike) have a use for the card?
(X/3) Elegance - Is the card easily understandable at a glance? Do all the flavor and mechanics combined as a whole make sense?

Enchantment (Rare)
When there are four or more other noncreature, nonland permanents on the battlefield, sacrifice Pernicious Collapse and destroy all noncreature, nonland permanents.
BG, Sacrifice Pernicious Collapse: Destroy target nonbasic land.

Saheeli's Galvanic Takeover 2ur
Enchantment — Saga (R)
(As this Saga enters and after your draw step, add a lore counter. Sacrifice after III.)
I — Target noncreature artifact you control becomes an artifact creature with base power and toughness equal to its mana value for as long as Saheeli's Galvanic Takeover remains on the battlefield.
II — Destroy all noncreature artifacts.
III — Sacrifice an artifact. If you do, search your library for an artifact card, put that card onto the battlefield, then shuffle.

Design
(1.5/3) Appeal – Spike loves that this is potentially useful in two different ways, but there's some tension is choosing which one (although see below on that). Timmy maybe likes it to clear away the opponent's annoying artifacts and enchantments, but it's a little conditional for them. Johnny doesn't really see anything for them.
(2/3) Elegance – There's a hidden trick here which will really trip people up: because the triggered ability just says "and" not "if you do," you can wait for it to go on the stack and then sacrifice it to destroy a land and the first ability will still resolve.

Development
(3/3) Viability – Yeah, seems totally fine on colors and rarity.
(2/3) Balance – Without the hidden double mode, it's on the borderline – two mana to destroy all planeswalkers, enchantments, and noncreature artifacts is quite strong, but it does have a setup cost since your opponent has to be all in on it. With the hidden mode, I suspect it'd been a strong contender for being vintage playable, which virtually always means it's too powerful.

Creativity
(3/3) Uniqueness – Yeah, this seems unusual enough for full marks. Some individual pieces have been done before, but the package feels quite fresh.
(3/3) Flavor – Deep cut, but I love it. Fits perfectly. Tiniest of tiny notes is that at the moment the time-bubble burst Kerrick had already renamed himself K'rrik, but I'm not gonna deduct for that.

Polish
(3/3) Quality – Honestly, before I looked it up I thought that "When there are" would not work within the rules, but it clearly does (see Porphyry Nodes), so all good.
(2/2) Main Challenge (*) – Yep.
(1/2) Subchallenges – Not monocolored, but yes an enchantment.

(2.5/3) Appeal – Timmy likes the first and third modes a lot, and is fine with the second. Johnny loves the third. Spike likes the second the most, but doesn't love having to wait for it.
(2.5/3) Elegance – Remembering that the artifact is going to deanimate might trip people up the first time they play this, but not a big problem.
Development
(2.5/3) Viability – Rare seems right, but U/R doesn't feel like quite the right color for the text "destroy all noncreature artifacts" even if red can do it on its own.
(3/3) Balance – Modes 2 and 3 are both quite powerful, but the fact that you have to wait for them does help balance it quite a bit.

Creativity
(2.5/3) Uniqueness – The effects have all been done before, but the overall package feels quite fresh.
(2/3) Flavor – It just doesn't really feel right for Saheeli to be destroying artifacts. The name gives a plausible account of things, but it still doesn't sit well with me.

Polish
(3/3) Quality – Sure, looks good.
(2/2) Main Challenge (*) – Yep.
(1/2) Subchallenges – Not monocolored, but yes an enchantment.

(2/3) Appeal - A Jxnny-Spike card through and through - it's a mass destruction card but it's not immediate enough in its impact for Txmmy imho.
(2/3) Elegance - The main ability is a bit wordy by necessity, and the extra activated ability crowds the text box further.

Development
(3/3) Viability - Colors and rarity feel right although this card seems more green than it does black.
(2.5/3) Balance - Sure - feels like a Modern Horizons card in more ways than one. More situational than Planar Collapse but it does have that extra activated ability in situations where you just need to blow up a nonbasic. Might be too cost-efficient with both possibilities in there.

Creativity
(1.5/3) Uniqueness - Referential cards being what they are this isn't especially unique. It's a new packaging of those old effects however.
(3/3) Flavor - The double reference is very clever and the flavor text ties it together with a moment story fans remember all too well.

Polish
(3/3) Quality - Looks okay.
(2/2) Main Challenge (*) - Good.
(1/2) Subchallenges - Multicolored, but enchantment.

(3/3) Appeal - Txmmy likes the sheer bigness of the effects on offer. Jxnny has plenty to play with here, particularly with artifacts that have triggers upon being put into graveyards. Spike likes the overall usefulness particularly in an artifact-heavy meta.
(2.5/3) Elegance - Relatively wordy, but each individual effect is comprehensible.

Development
(3/3) Viability - Zero color or rarity complaints.
(3/3) Balance - Probably costed right. The third chapter is very strong but, again, it IS the third one.

Creativity
(1.5/3) Uniqueness - All highly familiar effects, but never combined in this way in a Saga.
(3/3) Flavor - Effects mesh with the name and story being told.

Polish
(3/3) Quality - Fine.
(2/2) Main Challenge (*) - Seems good.
(1/2) Subchallenges - Multicolored, but it's an enchantment.
