No option to create signature in Control Panel?

I don't know if I am just blind or if something has changed since the FAQ was written or what, but looking through my control panel options I am not seeing any way to create a signature, just the option to have it attached to my posts. Was it removed? Do I need to be a member for longer (I'm a crossover from MTGS and Reddit so I'm new here)?

Should be available at User Control Panel → Profile → Edit Signature.

Actually yes. The time frame is very small (you're already eligible now), but spambots like to come in and post semi-relevant discussions with spam links in their sigs. This can fool the anti-spam system — and sometimes even us. By giving it a small window where sigs are not allowed, we've stopped the influx.

For the card fan, the code is:
[cardfan size="small" c1="Card 1 Name" url1="Link URL for Card 1, if any" c2="Card 2 Name" url2="Link URL for Card 2, if any"]
..and so on and so forth for up to 7 cards (c3/url3, c4/url4 etc).
(size="small" lets it fit inside the sig well)

Example (cards, no links):
