Every second creature cast each turn enters the battlefield with a jack counter on it.
Every third creature cast each turn enters the battlefield with a usurper counter on it.
Creatures with king counters gets +0/+4.
Creatures with jack counters gets +4/+0.
Creatures with usurper counters have " : Destroy target creature with king or jack counters on them, then put four +1/+1 counters on this creature."

Arbiter of Blood gets +2/+2 and can block an additional creature each combat for every third of your starting life total, rounded up, that's missing.
As long as your life total is less than a third of your starting life total, rounded up, creatures your opponents control get -2/-0, and each opponent must attack with at least one creature each combat if able.
