Yes. Almost all highly communal insects are at least partially white. And that includes ants, bees, and termites.
Goldenglow Moth, Moonwing Moth, Luminous Broodmoth. That is all monowhite insects, all of them not just butterflies, but only a group of butterflies.
Then there are Highspire Mantis - a deadly predator and combatant in wild - Kathril, Aspect Warper - because pre-con decks and Ikoria weirdness - and Sludge Strider, which I have no idea why it is not a horror in addition to being an insect, but it is white due to traditionaly Orzohv draining.
Ants: Yavimaya Ants; Agitator Ant; Ant Queen; Army Ants; Carrion Ants; Fire Ants.
Bees: Killer Bees; Unyaro Bees. There are also Hornet Nest and Hornet Queen and some wasps in green and black.

I think the communal insects are not white because community in white is - despite white's totalitarian tendencies - an act of will. You may decide to belong to community or not. Ants and bees on the other hand are almost hardwired to live in such structures, they cannot survive outside them. It is an instinctual community, an unchallangable ways of their species and therefore their nature. A green thing, just like herds of wild animals - like Aurochs - are green. It is similiar to envy - a strong emotion, and emotions are associated with red, right? But envy is a special kind of emotion resulting in power hungriness, therefore it is associated with black. Similiarity of a concept to a main them off another color does not make it instantly fall into that color.
Why are communal insects sometimes red or black? Their painful stinging is a one thing, the other will be probably African folk tales, where ants sometimes are presented as terrifying swarm of death.
The only situation where I could see WOTC actually printing white communal insects, will be domesticated bees - due to their human imposed nature, just like goats and oxes are white - and rather not as mono-white, but as a Selesya. But it is even more probable that they will make white beekeeper creature that will create green insect tokens.
Or another antropomorphisation for a plane. But if they are humanlike, do they still count as communal insects?

Both Killer Bees. Unyaro Bees, Hornet Nest, and Hornet Queen are out of color pie. Maro has stated this multiple times (The wasp cards should have been black, the bees should have been white.)

Ants can be literally any color but blue, and that is only because they haven't made any aquatic ants so far. Their communal aspect of things like bees, ants, and such is very, very, white. This is literally what Maro himself has stated, and he is the *literal* authority on the color pie. But that does not mean they can't exist in other colors, or indeed are common in some. Do note that Communal builders such as bees and ants are not equal to herd animals such Aurouchs, and herd animals are split between green and white, which is why so many Oxen are white, and horses, etc.

Maro seems to vary on bees and ants being green or white, because of the structured ordered society business or the matter of being creatures that follow their base nature above all else . And then there are ants just being real angery which seems enough. So I guess these are all valid for ants, and sans red, valid for bees.

Anyway, that lets me do this!!

Tireless Forager 1GW
(art: a real glamorous lookin' bee in a flower field)
Creature — Insect (U)
Flying, vigilance
Whenever Tireless Forager deals combat damage to an opponent, create a Food token.
GW, Sacrifice a Food: Put a +1/+1 counter on each creature you control.

Still waiting for mono-white - tertiary color - counterspell since Conflux. And mono-green Banisher Priest. While Maro definitely is influencial on how Magic looks these days, in such small, corner cases like color identity of insects he might say one thing, then in when it comes to practice deciding against it. If it was something WOTC wanted to adress to players - for any reason - they could have made white bees in Ikoria of all places. Since they had not, I assume we are just making here a scholary debate over non-problem.

That said, I will make another plead, because I am in lockdown and boredom looms above me. Look at how law is portrayed in both white and blue. In white it is an authority and power-subserviance relations. It is about belief that law allows society to prosper and that those in place of power, therefore those who create the law, should be adhered to. While it can be rigid, as presented by Archons, it still stems from conviction.
In blue, law is just that - a set of rules you either obey, or you do not. If you obey, you want to make sure that others obey them as well, but only because you personally do not want to deal with something unexpected. There is no attachment in blue to law, no belief in it. Just sheer conviniance of having more structulised world around that might be discarded in pursuit of knowledge, for instance.
The rigidness and enforcing stays almost the same, with tapping and Arrest variants being the classic rendition of law at practice in Magic. Yet they are diffrent in flavour and therefore in diffrent colors.

I have said previously, that I could see bees being printed in white - though I have doubts - but it is because of their inherent flying, not from the flavour of social structures in beehives. It is similiar situation to previous one. Animals that through pure instinct are bound to be working together to ensure survival are in communities, but they are not necessarily a white take on community. Humanoid creatures of magic that tend to create communities in line with white's philosophy are capable of living outside the communities as well. They are self-sustainable and have their abstract thinking developed enough to both reject community and to survive outside of it. They have a choice that do not result in immediate death in one of the options. Those creatures gather to be in communities, because they believe that it is more worth it then living on your own. After mulling over this, they decided it is safer, more prosperous and easier when they are bound by laws or social contracts and therefore they are willing to create a community.
Ants, bees and similiar creatures do not have this choice. They are complicated organisms with intersting behaviours, like ants protecting aphis to almost farm them, many diffrent societal roles in accordance to "breed" in the same anthill or beehive and so on, and so on. But barring those, which are designed to leave the colony and then die after copulating or create a new one, those communal insects are bound to their colony, because without it they cannot survive. And there was no philosophical dispute weighing pros and cons, but it is simply their instincts that they cannot refuse that guide them into communities. Therefore, like other nature- and instinct-based behaviours it falls into green mentality.
You said about herd animals like horses or oxen being white. But I will argue that it is not because of them being a herd animals, but being a domesticated animals. The moment an animal is integrated by society as a means of food, tranportation or work engines, they become white, because they are either trained to those roles, which is in stark contrast with green outlook at animal development, or they are breed towards enforcing some particular traits, which is not green again, but due to low efficiency and lack of forcing the process it does not fall in blue yet. Herd animals that are in wilds, despite maintaining community, are green, due to same reasons as communal insects, even if abandoning herd is not as deadly as abandoning colony. Case in point: contrast Yoked Ox with Wild Ox. It is even better shown with Elephants. Among those that are not Loxodons, the white ones are always used by some kind of society, whether as a means of transport, or war beasts. Green on the other hand are mostly wild beasts either not connected to civilasation, or attacking it. There are five exceptions to this portrayal in green (Fairgrounds Trumpeter, Trained Armodon; Vintara Elephant; Frontier Mastodon; Wild Mammoth) with from third onwards having increasingly greater arguments toward that they are not exaclty incorporated by civilisation. Ther is no exception on the white side, though.

There is an additional reason, why I doubt white bees. It is because of the same vein that brought us Vedalken and gives problems in portraying red's emotionality further then anger and rage: this is a game about fighting, at the very core. Sure, there are many diffrent ways of winning the fight, but when looking for an obvious answers you would seek "tapping creatures sideways". Designers know this and therefore they will, as their first pick, take more agressive, wild interpretation of bees, which - I think is clear by now - for me indicates they are green. But, to suit a fancy, a mono-white rendition of bees:

Domesticated Bees
Creature - Insect (C)
Flying
At the beginning of your upkeep, you gain 1 life.
: Domesticated Bees deals 1 damage to target attacking or blocking creature.
1/2

IIW: Water in three forms.

PS: Take it lightheartedly, I mostly discuss here for the sake of discussion.

EDIT: Typos in card linking.
