This card cannot be countered. As long as this card is in play, all harpies and Harpie's Pet Dragon get +2/+2. You can pay 1{R} to destroy an enchantment or artifact your opponent controls, and if you do, deal damage equal to its mana value to your opponent. You can pay 1{U} to change the target of a spell that targets one of your creatures to one of your opponent's creatures instead. This creature gets +2/+2 as long as there is a mountain in play.
