At the beginning of your upkeep, add a glory counter onto Crown of Neverwinter.
Equipped creature gets "Ward {X}, where X is the number of glory counters on Crown of Neverwinter.
Remove a glory counter: Scry 2.
Remove four glory counters: Gain control of target nonland permanent.
Remove seven glory counters: Gain control of target player's next turn."
With this crown, Neverwinter's fate lies in the hands of its wearer.
