Storm of Blue Fire — Whenever a nontoken creature dies, you may pay {U}{U}. If you do, put that creature onto your battlefield tapped, instead of it going to its owner's graveyard. If it would die again, exile it instead.

Wild Magic — Spell costs {1} more to cast, have Ward {1}, and deal 1 additional damage to any target.

The winds of change carry both blessing and curse, as the blue fire of transformation sweeps across the land.
