Whenever a phoenix or another bird enters the battlefield under your control, put an ash counter on Tshuukka, Everlasting Fleetfeather.

When Tshuukka dies, if it had two or more ash counters on it, exile it, then return it to the battlefield tapped under your control at the beginning of your next end step. Otherwise, put it on top of its owner's library.
