I'm highly in favor of including Monarch.

My aggro decks will gleefully take the extra cards while my combo and control decks will gleefully watch everybody else fight over the extra cards.

Should I cut Sphere of Safety ? I don't have that many enchantments in the deck. Probably. I like it better than Windborne Muse, but you probably average a more expensive Ghostly Prison. I'm also not a fan of Karmic Justice. I keep trying to force it into decks and it is always disappointing. Ymmv ...

My line of thinking was that either this year's commander decks will be wedge, or eldraine will be wedge. But the brawl deck has a bant legendary, which disinclines me to think that eldraine will be wedge, which makes wedge commander decks more likely.

"Gravel and gravitas" might be too heavy and Tara Strong's voice seems too soft. Jennifer Hale is more of a Liliana, I think.
