Decks that want more landfalls but fear blood-moon and are 2 non-red colors or 3+ colors might want it. For instance I could see mill wanting it for Hedron Crab triggers if they expect blood moon in their meta and want to be sure to get both colors of basic land out sooner.

The idea of Hogaak having a positive matchup vs. control actually made me think of something. Maybe there is a problem with more consistent mulligan rules, in that they damage the balance of the control vs. combo vs. aggro cycle. I agree with almost every card on this list, but there are 2 that I'd prefer not to see: Wild Growth - This is adding copies 5-8 of what is arguably the best 1 mana ramp spell available.
