Its better than you'd think. Its not great, or even particularly good, but its actually not bad. I've run it in a couple mono blue decks and it actually does decent work.

Phasing was a cool mechanic, it was mainly held back by being randomly slapped on creatures too much which was the worst application for it. Activated phasing, things that cause phasing, etc were all cool.

5 Mana is a lot to draw three and get an extra land drop at sorcery speed. It's very good in decks that it's has synergy in, like landfall and big Mana decks, but meh in a lot of other places. If decks are functionally 80 now because of tutors and cantrips, then it would be functionally 60 if it were 80, and functionally 40 if it were 60. I think righteous aura is a good find, but it's a bit narrow. It wants a certain sort of deck to be worth it, and I think you are right that it's pillow fort. Otherwise, it's nice in a meta with lots of Voltron or battlecruiser fatties.
