I am looking intently for some spicy instants to come from the instant and sorcery deck, but so far all that have been spoiled are sorcerys, artifacts and creatures with flash, but no instants . Hope still remains, but it just seems odd.

You can cast artifact spells and activate any type of ability. Probably playable in a deck with a commander with an activated ability with some artifact themes. Various Urza decks or perhaps Geth, Lord of the Vault.

Outcaster Trailblazer, wow we are getting a lot of this type of effect. I think after this one I'll have enough of this in Titania, Protector of Argoth that next iteration displaces Garruk's Packleader. Vaultborn Tyrant does this in the same set even.

I'm not sure you need a 1 drop to get the value off Pip-Boy anyway. It takes 3 mana to play and equip, even spread out over 2 turns unless you have a [sym=0] cost creature you cannot get it equipped until turn 3.
