If you view this as a 1 mana cantrip that taxes mana and sometimes "gets" people with their pants down, it seems pretty good.
Drawback is someone has to cast an instant or sorcery just so you can cantrip.
Do people see this card as worth it?

Super Powerful sweeper for aristocrat type decks that I forgot to mention is False Prophet, since the abundance of free sac outlets can make this an instant speed exiling effect.

Considering most modal creatures use instants and sorceries as their other mode, I'd probably go with Extus, as not only does he trigger off adventures and instant/sorcery modes, but he can also recur "instants and sorceries" by returning creatures to your hand.

War Priest of Thune is solid for a human tribal, cleric tribal, or aristocrat deck. I've played a ton of leonin relic warder and skyclave apparition works too. It blows my mind that white doesn't have a reclamation sage I like Leonin Relic-Warder since it also doubles as a combo piece.
