While it's a nice thought experiment, I don't see how throwing more unban-fuel to the modern fire would help the situation. I won't even discuss which cards are safer and which are just crazy-talk. Yep, misread that, good thing to know before playing with it! That makes it quite better in limited. Turn 3 is about when you often play your last naturally-drawn land. And it makes the card better in the late game.

It's very strong for ETB, LTB abilities triggering a second time with the copy. It also double effect of sacrifice outlets.

Typos: You mention both Oko and Oko the Broko in the "Redefining Staple" list entry. "in additi and that terms needs to go" nonsensical sentence in the reworking of modern's 9 principles. "top tier and doing so" would read better as "top tier while doing so".

Like pokken said the tax is way too low. This will be laughed off the board. I mean it will be laughed off even on the board. Its not like people are activating 5 loyalty abilities per turn nor that people are running 5 different PW, so pithing needle is a better answer.
