I see the Iona ban more as a casualty of Painter Servant's unban. I don't quite buy the "philosophy" behind the ban, but I can see why they wouldn't want them together

Short answer: No. Not ever. I never felt the need, when I can just put a land into play instead with Nature's Lore / Rampant Growth . It's mych more common for artifacts to get blow up, then it is for lands, so I think most of the times it will be the more safer options to ramp via lands then rocks...

As a wrath it is very expensive and red has access to better ones. Against flyers it is underwhelming. Not hitting players is bad, as squall line and Hurricane may double as powerful finishers.
