You can of course deal with him in legacy, he just currently has more impact on that format than Jace. Most lists are running 0-1 jace in legacy now for one

We know League data is incredibly flawed. At least I do (and have frequently argued its irrelevance). At this point, we just have to point and laugh at the Urza/Opal/Oko decks and how it doesn't seem to matter how you build them, they do well regardless. Well the support for Legacy drastically tailed off when Modern came along, and they killed extended, which was the obvious format to die. The parallels are there, for one to thrive the other must suffer. They can support multiple formats, but only so many. Look at the announcement to end extended.....

The meta has also changed considerably since then is the thing. Just because a deck is strong is good in one meta doesn't mean that it is good in another. Compare the meta of today and the one during the Hoggak era. They are considerably different
