I really like this card from a flavor perspective. It also is pretty good in my Thassa sea monsters deck. For monetary cost to in-game value ratio, it's pretty awesome!

I rocked him hard in my Melira Pod sideboard back in the day in modern.
In EDH, I have him in my Nethroi, Apex of Death list. He's ok there - my mutate bases that come down earlier, like Will-o'-the-Wisp, are probably better, but he's still strong.

I just consider his text as "draw a card every turn" and go from there. I haven't delved deeply enough in Rakdos treasures-matter, but maybe there's a deck there with all the AFR "if this card was cast with a treasure" payoffs?
