Yep. Basically, the first ability ensures the trigger doesn't let anyone go back up to 10 if they are lower than that. That could be desired but probably best to spell it out in the trigger.

No, you cannot. Both Flashback and FoW's "cast for free" ability are alternate costs. And you can only use one alternate cost when casting a spell. And only Flashback lets you cast if from your graveyard.
