A decent enough card. I could see myself using it in my Ayli deck.
4 or less is surprisingly a lot. And I like these "put on the bottom of your library"/"shuffle your library"/scry effects in any deck with green (and for that activation cost, you're probably playing green) just because of Sylvan Library.
The activation cost is not really an issue in my preferred format. If you can't activate this multiple times a turn during the midgame, and drop what you find onto the battlefield (if playing Ayli that is), then what the heck is wrong with your mana base?! Lol.
Commander still has a curve. lol
It does, but it is longer than Standard. And Ayli does not need a lot of mana, and this makes later land drops more useful.
