If I cast Dread Summons where X is sufficient to mill out everyone, do I win as I would be the last to draw? It certainly seems that way to me. This assumes no shenanigans like Sign in Blood or Damnable Pact.

Essentially, yes. The condition that causes a player to lose after having had all their cards milled is attempting to draw from an empty library.
