As long as enchanted permanent is an Equipment, it has "Equipped creature gets +2/+2" and "Equipped creature can't attack."

Realmtravel Shield

Enchantment spells you cast cost less to cast.
Aura spells you cast that target equipped creature and Realmtravel Shield cost an additional less to cast.
Equipped creature gets +2/+2 for each Rune attached to it and Realmtravel Shield.
