Found on Reddit, which saw on Twitter:

Per Wizards, rare foil Boxtoppers will be twice as frequent as mythic foil Boxtoppers. I suspect this will significantly decrease the EV of VIP packs.

It's completely logical that rares show up more frequently than mythics, the rage about it that I'm seeing on twitter seems very misdirected.

I think the anger comes from UMA, where AFAIK all boxtoppers were the same frequency. And not mentioning the change until spoilers started is being viewed as shady by some people.

Correct me if I'm wrong but from what I can find UMA box toppers didn't have different rarities so them all showing up at the same rate is expected.

True. So the Raging Ravine boxtopper (originally rare, but mythic for the Boxtopper purposes) was the same rarity as the Karn Liberated boxtopper (originally mythic, also mythic for boxtopper purposes).

So the previous masters set where they had boxtoppers of cards with different rarities were all the same frequency. The next masters set (Double Masters) went a different direction and nothing was said about it until after spoilers started. I understand why, prior to spoilers, people might have expected Wizards not to do something different without letting people know. To me it's no surprise that some people are angry - it would have been logical for Wizards to do boxtoppers the same way they did in the last masters set.
