Smilies Pop Up and Nexus "Loading" Symbol?

I am not really sure what the symbol is that I am seeing but it swirls so I am calling it a loading symbol 
Anyway, if I click on the Smilies Pop Up link, I get a window that pops up showing all the different smilies. However, the "loading symbol" is right in the middle of all of them forcing me to enlarge the window in order to see the rest of them that are hidden beneath it. Can this graphic be removed?
