Does the first ability make it so a life total can't increase up to 10 from less than 10?

Players Opponents can't gain life.
Morph 4BB (You may cast this card face down as a 2/2 creature for 3. Turn it face up any time for its morph cost.)
When CARD is turned face up, each player's life total becomes 10.

Yep. Basically, the first ability ensures the trigger doesn't let anyone go back up to 10 if they are lower than that. That could be desired but probably best to spell it out in the trigger.

But, if you want people to go back to 10 from 5 for example, you will need to find another way to do it.
