Here at MTGNexus, we don't have a dedicated trading board. That said, there's nothing that says people can't trade, make offers, or requests. Here's a dedicated thread where you can ask for stuff or offer stuff, so long as that stuff is MTG cards (don't worry, there's a thread elsewhere for trading other stuff).

This is probably a good place to note that your Squirreltastic Moderator has a weakness for foil legendaries, angels, and dragons. If you've got some extras, why don't you send me a DM?

There are no plans for this at this time. Trades on MTGSalvation drastically dwindled in the past several years, despite having significant infrastructure built with the Trading Post, trade feedback, and the Bad Trade Report Adjudication system. While determining what features we wanted on MTGNexus, we determined that dedicated trading took an outsize investment for the level of usage it was getting. For better or worse, systems like PucaTrade and Facebook sales groups are serving the demand for trade and sales.
