Menace
Whenever Nifl enters the battlefield, attacks, or blocks, each player exiles a card from their hand or a permanent they control. For each non-snow card exiled this way, create a 4/4 black snow Zombie Giant creature token. Then, you lose X life and draw X cards, where X is the number of Giants you control.

Vehicles can't attack if there are more snow lands than nonsnow lands.
Nonsnow creatures can't attack if there are more snow lands than nonsnow lands unless they pay for each attacking creature, where X is the difference between the number of snow lands and nonsnow lands.

Chaoswinter

Nonsnow creatures get -1/+2 and have haste.
Snow creatures get +2/-1 and have menace.
At the beginning of your upkeep, put an ice counter on a nonsnow creature you control. It's snow for as long as it has an ice counter on it. If you do, Chaoswinter deals 1 damage to any target. If you don't, sacrifice Chaoswinter.
