Bolas was preparing for war with the New Phyrexians?

Hi, as thread title says.. was Bolas preparing for a war against the New Phyrexians?
when the New Phyrexians attacked Amonkhet, the Eternals are resistant to compleation because of lazotep. It's quite possible that the elder dragon knew about this ability of lazotep, so it's one of the reasons he chose Amonkhet as a place to create soldiers.
would have been nice if WotC explored this more. But I guess Bolas had to go down in Ravnica, so Norn does not have to worry about him.
