As for the card itself, could be a fun card draw engine for high CC commander decks.

Doesn't seem as hydra-ish as most hydras, since it isn't capable of growing / scaling by itself. On the other hand, ignoring supplemental sets (Conspiracy, Battlebond, etc), it's only the third non-rare hydra, following Clockwork Hydra and Ancient Hydra.

As for the card itself... a 4/4 vanilla for four mana is a fine rate, but not exciting. The main draw is thus in its ability - if you draw one card off it, it's pretty solid. If you draw multiple, it becomes quite good. Seems difficult for it to see constructed play - you're not going to get value until the turn after you cast it, at least, and there is a limit to how many 5+ drops a deck can play. (does work well with Hydroid Krasis though). Seems solid in limited though - it and Maraleaf Pixie points to Simic being a ramp-focused archetype, as it often is. Ramp, draw cards, and cast fatties, and the hydra fits into that perfectly.
